Community members have always played a vital role in the Santan Expansion Project – and public involvement, including the Santan Neighborhood Committee, continues to be an important facet of the planning process today.
The Arizona Corporation Commission (ACC) voted unanimously in April 2001 to approve a Certificate of Environmental Compatibility (CEC) for SRP's Santan Expansion Project. The approval was granted as long as various conditions are met.
Condition 7 of the CEC required SRP to implement a process to finalize the design for landscaping and screening measures around the Santan Generating Station. This involved Gilbert-area citizens in a group known as the Landscaping and Mitigation Community Working Group (L&M CWG).

The L&M CWG reviewed site plans for the power plant expansion and develop recommendations that make a positive impact on the Gilbert community and nearby homes. The L&M CWG included representatives from the homeowner associations bordering the plant, project interveners, members of the original Santan Expansion Project Community Working Group and a staff member from the Town of Gilbert.
The L&M CWG met for the last time in December 2002, completing its work. On Sept. 13, 2005, SRP officially turned over ownership of a new equestrian and bike trail to the Town of Gilbert. The trail is part of SRP's more than $20 million in community and site improvements completed as part of the Santan Expansion Project.
