Public involvement with the Santan Expansion Project

Community members have always played a vital role in the Santan Expansion Project – and public involvement, including the Santan Neighborhood Committee, continues to be an important facet of the planning process today.

History

  • Mailings to residents who lived within 2.5 miles of the Santan site (approximately 20,000 property owners), including newsletters and invitations to an open house.
  • Mailings to residents within five miles (approximately 56,000 property owners), including newsletters and invitations to an open house.
  • Community Working Group meetings which included five Community Working Group meetings, six Design Focus Group meetings and 23 Landscaping and Mitigation Community Working Group meetings.
  • Public open houses (three sets of meetings, 535 attendees).
  • 15 briefings of the Gilbert council and staff.
  • 12 Business leadership presentations (334 attendees).
  • 21 Public outreach presentations (351 attendees).
  • 20 plant tours (225 attendees).

Landscaping and Mitigation Community Working Group

The Arizona Corporation Commission (ACC) voted unanimously in April 2001 to approve a Certificate of Environmental Compatibility (CEC) for SRP's Santan Expansion Project. The approval was granted as long as various conditions are met.

Condition 7 of the CEC required SRP to implement a process to finalize the design for landscaping and screening measures around the Santan Generating Station. This involved Gilbert-area citizens in a group known as the Landscaping and Mitigation Community Working Group (L&M CWG).

The L&M CWG reviewed site plans for the power plant expansion and develop recommendations that make a positive impact on the Gilbert community and nearby homes. The L&M CWG included representatives from the homeowner associations bordering the plant, project interveners, members of the original Santan Expansion Project Community Working Group and a staff member from the Town of Gilbert.

The L&M CWG met for the last time in December 2002, completing its work. On Sept. 13, 2005, SRP officially turned over ownership of a new equestrian and bike trail to the Town of Gilbert. The trail is part of SRP's more than $20 million in community and site improvements completed as part of the Santan Expansion Project.
